Trustees shall serve a three-year term with initial terms staggered so that no less than two members shall carry over from one administration to the next. All terms begin and end on the first day of the month within the session of Congress where the appointee was confirmed.  Members shall elect a chair, vice chair and secretary by October 31 of each year.
