An Act to authorize and appropriate three million eight hundred sixty eight thousand three hundred eighteen dollars ($3,868,318) to the Osage Nation Higher Education Scholarship Fund from FY2014 carry over in the General Treasury; and to establish an alternate effective date.(Edwards)
