Andrea MorningStar Kemble is a dedicated public servant, accomplished leader, and lifelong resident of the Zon Zo Li District. A proud member of the Deer Clan of the Osage Nation and the Buffalo Clan of the Ponca Tribe, she is deeply committed to serving her people, preserving cultural traditions, and strengthening opportunities for future generations. As the mother of three children and grandmother of two, her dedication to the Osage Nation is rooted in family, community, and a profound respect for her heritage.
Kemble descends from the Pratt, Hamilton, Webb, Chouteau, and Whitehorn families, as well as the NomPaWalla, Blackdog, Claremore, and Big Chief bands, carrying forward a rich legacy of leadership, resilience, and service.
For more than 23 years, Kemble has served the Osage Nation under five administrations, building an extensive career in tribal government and public service. Throughout her tenure, she has administered complex federal and tribal programs, led strategic initiatives, and fostered cross-departmental collaboration to enhance services for the Osage people and Nation constituents. During the COVID-19 Public Health Emergency, she served on both the CARES Act and American Rescue Plan Act (ARPA) Task Forces, helping guide the Nation’s response and oversee the implementation of critical relief and recovery programs.
Kemble earned a Bachelor of Science in Business Administration and is currently pursuing a master’s degree with an emphasis in Human Resources Management. She combines her academic foundation with decades of practical leadership experience to advance effective governance, organizational excellence, and responsive public service.
Beyond her professional accomplishments, Kemble remains deeply engaged in Osage cultural life. She is an active traditional cook, lady singer, mother, and community member whose leadership is guided by Osage values and traditions and by a steadfast commitment to her people. She is honored to serve in a leadership role and remains dedicated to strengthening the Osage Nation through integrity, collaboration, and lifelong service.
