7. Consideration of ONCA 18-63, An Act to amend the Open Records Act at 15 ONC §§8-102 and 8-103 to include text messages and electronic mail sent on devices owned by the Osage Nation or accounts operated by the Osage Nation as public records; and to establish an alternate effective date. (Edwards)

Consideration of ONCA 19-07, An Act to amend 19 ONC § 3-101 et seq and include new sections of law to clarify the law is intended to satisfy the Osage Constitutional mandates for the Congress to establish a merit principled system of employment; to authorize the Department of Human Resources of the Osage Nation to implement the system; to include a grievance procedure and exhaustion requirement prior to seeking review in the Trial Court. 9. Consideration of ONCA 19-11, An Act to amend 19 ONC § 3-106 of the Osage Nation Workforce Pay for Performance Act to authorize base pay adjustments and Merit recognition; and to establish an alternate effective date. (Edwards)
